Emergency Operations Center
Client: City of San Antonio
Location: Brooks City-Base
Type: New Construction/Design-build
Size: 35,200 GSF
The new 35,200 square foot state-of-the-art joint use Emergency Operations Center is capable of responding 24/7 to catastrophic, all hazard events and allows for seamless integration between city, county, regional, state, and federal emergency management personnel.
As a secure command and control center, key features include a central command operations room, an emergency planning/policy room that can accommodate 25 participants and 32 support personnel, a media briefing room, administrative and support space, a data center, redundant communications systems and electrical backup generator system designed to accommodate sustained activation.
The Operations Room and Data Centers are equipped with redundant mechanical and electrical systems for emergency power, and high-efficiency heating and cooling systems. In addition to EOC operations, the facility houses the City’s 311 Call Center. The Emergency Planning/Policy Room is equipped with a moveable glass wall divider that allows auditory privacy while providing full view into the Operations Room. There is also a space for regional medical operations support, including a Web EOC that provides current information on all available local and regional hospital beds.
A large break room and exterior patio provide opportunities for stress reduction for the emergency staff. LSA developed and prepared the design development and construction documents, as well as the exterior design and interior architectural design of the facility. Work included construction administration and coordination with the City of San Antonio and consultants.
